NOTICE OF DEACTIVATION

 

All overseas voters whose registration records are ordered deactivated may file their applications for reactivation from December 01, 2016 to October 31, 2018 at the Philippine Consulate General through the Overseas Voting Secretariat.

Please read the list of voters who failed to vote for two consecutive National Elections.

OVERSEAS VOTING  BULLETIN NO. _11_

July 15, 2016

On Transfer of Registration Records of Overseas Voters from Post to Local Civil Registry for purpose of voting in the forthcoming Barangay and Sangguniang Kabataan Elections.

Notice is given to overseas voters that the Commission on Elections has issued COMELEC Resolution 10152 dated July 15, 2016   entitled “ IN THE MATTER OF TRANSFER OF REGISTRATION RECORDS OF OVERSEAS VOTERS FROM POST TO LOCAL REGISTRY FOR PURPOSES OF THE FORTHCOMING BARANGAY AND SANGGUNIANG KABATAAN ELECTIONS “

Under this Resolution,  Overseas Voters who intend to participate in the Barangay and Sangguniang Kabataan Elections to be held in the Philippines on October 31, 2016, may file an application for transfer of registration  records from a Post to the local registry from July 15-30 2016.

All Applicants for transfer shall accomplish and file applications for transfer  (OVF No. 1-B)

Applications filed at the Embassy/Consulate will be transmitted to COMELEC’S  Office for Overseas Voting of within 24 hours.

The Resolution is not applicable to overseas voters who will apply for transfer of registration from Posts to the local registry of municipality/city/district other than his/her residence as indicated in OVF No. 1 (application for overseas voting registration/certification) or as recorded in the local CVL.

On Revised Schedule for the Batch Feeding of Postal Voting Ballots

The Special Boards of Election Inspectors (SBEIs) of the Philippine Consulate General in San Francisco wishes to inform the public of the revised schedule for the batch feeding of ballots, as follows:

Saturday, 7 May 2016, 10:00 AM

Sunday,   8 May 2016, 10:00 AM (To be confirmed) – depending on volume of mailed ballots to be received on Saturday   (May 7, that have not been batch fed)

Monday,  9 May 2016, 2 :00 a.m.  to 12:00 noon
(for last minute delivery of mailed ballots
in the morning until 12 noon of May 9)

The additional batch feeding dates are authorized under OFOV Guidelines No. 2016-006 and 2016-009, which seeks to ensure the timely counting of the ballots during the Overseas Voting for the 2016 National Elections.

Voters are reminded that  personal delivery of  mailed ballots must be received by the Philippine Consulate General, on or before 2:00 AM of 9 May 2016.   

No Walk-in voters shall be allowed to personally cast,  or deliver their ballots after 2:00  A.M. of  9 May 2016.

Batch feeding of ballots will be held at the Voting Center of the Philippine Consulate General, 2nd Philippine Center Building, 447 Sutter St., San Francisco, CA 94108

Bulletin No. 9 / 2016

The Commission on Elections’ Office  for Overseas Voting  (OFOV) in accordance with  Commission’s En Banc meeting of May 3, 2016 has issued guidelines on the counting and/or feeding of ballots received through mail on May, 9 2016, the end of the overseas voting period.
The guidelines state :
  • Ballots received by Posts in the American and European Region  on May 9, 2016 during the batch feeding and before 12:00 noon local time shall be considered valid and included in the counting of votes.
  • The Special Board of Election Inspectors may adjourn or suspend the counting or batch feeding of ballots until 12:00 noon of May 9, 2016 to wait for the delivery of the mailed ballots to be included in the counting or batch feeding
  • Close Voting procedures shall be undertaken only after all the ballots delivered through mail on or before 12:00 noon of May 9, 2016 shall have been counted or batch fed to the VCM.
  • Personal voting will strictly observe the Close of Voting on Monday, May 9, 2016, 2:00 o’clock a,m (San Francisco time ) or  5:00 o;clock p.m., Monday, May 9, 2016 (Philippine time).
  • No Walk-in voters shall be allowed to personally cast or deliver their mailed ballots after the close of voting hours at  2:00 a.m. of Monday, May 9, 2016 ( 5:00 o’clock in the afternoon, Philippine time)

ON RETURN TO SENDER MAIL

The ballot packets of some voters have been returned to the Consulate General due to incomplete addresses or change of address.

The list of returned ballots has been posted on the Consulate’s website www.philippinessanfrancisco.org.
The list is constantly being updated

Given the proximity of the end of the voting period on May 9, 2:00 a.m. (local time), voters are advised to immediately contact the Consulate General to either have their ballots mailed to their new  addresses or personally  pick up the said ballots from the Consulate General’s Special Ballot Reception and Custody Group (SBRCG) at the Voting Center, 2F Philippine Center Building, 447 Sutter Street, San Francisco, CA 94108.

ON ACCOMPLISHMENT AND IMMEDIATE RETURN OF BALLOTS
Voters who have received their ballots are reminded to mail back their accomplished ballots as soon as possible  in order for USPS to be able to deliver them  to the Consulate General  on or before  May 7(Saturday)  in time for the May 9 (Monday) 2:00 a.m. deadline for the receipt of ballots.

Please be informed that USPS does not deliver mails on Sundays. Voters who want  to make sure their ballots are received by the Consulate General before 2:00 am of May 9, 2016 may wish to personally deliver their accomplished ballots at the Consulate’s Voting Center, which is open daily (including Saturdays and Sundays) from 9:00 am to 6:00 pm.

On Sunday, May 8, the Voting Center will be open from 9:00 am to 2:00 am of May 9.

April 1, 2016

The Philippine Consulate General in San Francisco wishes to inform the public that, in connection with the Overseas Voting for the 2016 Philippine National Elections, it has been instructed by the Commission on Elections to mail out all ballots (POSTAL VOTING) to registered overseas voters under this Consulate General’s jurisdiction.

The Consulate General has already started mailing the ballot packets. Registered voters under this Consulate General's jurisdiction who wish to cast their votes IN PERSON at the Consulate General are requested to verify with the Consulate’s Special Ballot Reception and Custody Group (SBRCG) if their ballots have already been mailed out, and if not yet mailed out, inform the SBRCG of their intention to cast their vote in person. If their ballot packets have already been mailed out, voters are advised to await their ballots and accomplish them accordingly. They may either mail back or personally deliver their accomplished ballots (using assigned special envelopes and paper seals) to the Consulate General.

Once the ballots have been mailed out by the SBRCG, voters will no longer be able to personally cast said ballots into the Vote Counting Machines as procedures for Postal Voting will be followed. As previously mentioned, they may personally deliver their ballots to the Consulate General.

All registered voters are requested to strictly follow the instructions enclosed in their mailing packets for accomplishing and mailing back their ballots.

On Accreditation

The Philippine Consulate General reiterates to the public that the Commission on Elections has issued Resolutions on Guidelines for Accreditation in connection with the Conduct of Overseas voting under Republic Act 9180, otherwise known as “ the Overseas Absentee Voting Act of 2003” as amended by Republic Act. No. 10590 for Purposes of the May 9 National and Local Elections.

Resolution No. 10037 : Guidelines for Mass Media Accreditation

Resolution No. 10036 “ Guidelines for Accreditation of Filipino Community, Non-governmental Organization (NGO), or Civil Society Organization 9CSO) as partners of the Commission on Election.

 

The period for filing applications for accreditation is from 1 February 2016 to 31 March 2016.
